The U.S. has been absorbed by the?Supreme Court case?this week on the future of health care. But Americans are not alone.

Several European nations, where universal health care has been the norm for decades, have been waging their own intense debates as they also deal with aging populations and rising costs.

Britain passed a new health care measure earlier this month, after more than a year of rancorous debate. Can the European experience cast some light on the American debate over health care?

?There are some common problems,? says British analyst?Chris Ham, ?but we?re coming to this debate from very different starting points. In the States, it?s about how to extend coverage to more people, whereas [in Britain], it?s about how to get more bang for the buck out of our current system.?

Ham is the chief executive of The King?s Fund, an independent health policy think tank in London.

The British Debate

Britain?s debate is still going on, with critics charging that the Conservative-led government is trying to privatize the more than 60-year-old system in an effort to cut the nation?s budget deficit.

The government says the reforms will trim a bloated health care bureaucracy and give doctors more control over health care management.

Just before the measure finally passed this month, Richard Horton, the editor of the prestigious British medical journal?The Lancet, said, ?People will die thanks to the government?s decision to focus on competition, rather than quality.?

Britain?s health care system is funded through general taxes, and it provides free health services to residents of the United Kingdom.

As in most countries, the issue is cost. The National Health Service currently costs the U.K. more than $158 billion a year.

Ham says his group agrees that reforms are needed, but believes the process should have been ?more evolutionary, not so radical.?

He fears that implementing the new regulations will destabilize the system and distract health care administrators from the real goal of improving health care.

Still, Ham says, most Britons generally like their system, especially as compared with the United States.

?We often cite the fact that you have about 50 million Americans who have no insurance or are under-insured. The biggest cause of bankruptcy [in the U.S.] is?health care costs,and we find that very shocking,? Ham says.

France Experienced Bitter Fight

France consistently rates among the best health care systems in the world, and yet it, too, underwent a bitter fight when it adopted revisions in 2009.

The French system is financed by income and payroll taxes, and health insurance is compulsory.

The national insurance plan covers about 70 percent of health care costs, and most people use private insurance, obtained through their jobs, to pay the rest.

Residents of France can choose any doctor or specialist they wish.

As in Britain, the French changes were driven by rising costs.

?All health systems face the same challenges,? say?Victor Rodwin, an expert on the French system and a professor of health policy at the Wagner School of Public Service at New York University. ?You have new technologies, aging populations and more chronic disease. More and more treatments are possible. You have rising demands from consumers and patients to try everything. The question is ? when you have universal coverage, is that sustainable??

Despite the passions that were ignited when the French reforms were first passed, he points out that health issues haven?t been a factor in France?s current presidential campaign.

He says most people in France perceive their coverage as better than both the British and American systems.

?They don?t like the British system because they believe it involves waiting in queues for health care,? Rodwin says. ?And when they look at the U.S., they don?t like the idea of 16 percent of the population not being covered. They think that?s socially irresponsible.?

Germany Has Had Multiple Changes

In Germany, Chancellor Angela Merkel?s center-right coalition faced a slump in popularity during the fight that ended with the passage of health care changes in November 2010.

?Health care is an area where no country seems to think they have it right,? says?Arthur Daemmrich, a professor at the Harvard Business School.

He points out that Germany has had a series of major health care revisions in the past decade.

Daemmrich says some reforms in various countries may be converging toward shared solutions. ?More and more countries are putting rules on pharmaceutical pricing,? he says.

?The second area of convergence is to set up formal bodies like [Britain's] National Institute for Health and Clinical Excellence, or NICE, to set policies for reimbursement,? Daemmrich adds.

?In Britain, for example, a new bio-tech drug that extends a person?s life on average one or two months, but costs $25,000, would not be reimbursed,? he says, adding that Germany put a similar measure in place.

Mark McClellan, a former commissioner at the U.S. Food and Drug Administration, says, ?The British system and ours are moving in the direction of being focused on the results patients get, and not just on the costs.?

We?re starting from very different points, but moving toward systems that will give physicians more flexibility, but also make them more accountable for costs,? says McClellan, who now heads the Engelberg Center for Health Care Reform at the Brookings Institution.

WEST PALM BEACH, Fla. (AP) ? When he was shot, Trayvon Martin was not the baby-faced boy in the photo that has been on front pages across the country. And George Zimmerman wasn't the beefy-looking figure in the widely published mugshot.

Both photos are a few years old and no longer entirely accurate. Yet they may have helped shape initial public perceptions of the deadly shooting.

"When you have such a lopsided visual comparison, it just stands to reason that people would rush to judgment," said Kenny Irby, who teaches visual journalism at the Poynter Institute, a journalism think tank in St. Petersburg, Fla.

The most widely seen picture of Martin, released by his family, was evidently taken a few years ago and shows a smiling, round-cheeked youngster in a red T-shirt. But at his death, Martin was 17 years old, around 6 feet tall and, according to his family's attorney, about 140 pounds.

Zimmerman, 28, is best known from a 7-year-old booking photo of an apparently heavyset figure with an imposing stare, pierced ear and facial hair, the orange collar of his jail uniform visible. The picture, released by police following the deadly shooting, was taken after Zimmerman's 2005 arrest on an assault-on-an-officer charge that was eventually dropped.

In a police video made public this week of Zimmerman being brought in for questioning a half-hour after the shooting, the 5-foot-9 man appears much slimmer.

In a case that has caused a nationwide furor over race and the laws of self-defense, Martin was shot to death by Zimmerman in the city of Sanford on Feb. 26 as the unarmed black teenager was walking back from a convenience store.

Zimmerman, a neighborhood watch volunteer whose father is white and whose mother is Hispanic, has claimed self-defense, saying he opened fire after Martin punched him in the face, knocked him to the ground and began slamming his head on the sidewalk.

Black leaders and others are demanding Zimmerman's arrest on murder or manslaughter charges, but state and federal authorities are still investigating.

Betsi Grabe, a professor at Indiana University-Bloomington who has studied the effect of news images on public opinion, said photos that gain the most traction play into the desires of both journalists and the public for a story with a distinct victim and aggressor.

"At the center of most stories we tell in our society, cross-culturally and across the centuries, is the struggle between good and evil," she said. "If the ingredients are there, that is what journalists will grab onto and present."

Grabe said it is natural to present the most innocent-looking image of the person believed to be the victim, and the most menacing one of the suspect.

A more complex portrait of the two figures has emerged since then. A photo of a beaming Zimmerman looking sharp in a jacket and tie has come out, along with a more recent picture of Martin, with gold teeth and a white sleeveless undershirt. At the same time, it was learned that Martin had been suspended from school for marijuana residue in his backpack.

The Associated Press has not been able to verify the sources or creators of what are purported to be more recent photographs of Martin circulating online and elsewhere. The family's attorney has not released the photos.

"Everyone's views seem to be gyrating back and forth with each new scrap of evidence that comes out," said David O. Markus, a prominent Miami defense attorney. "This is why we have courts and juries, and why the process is slow. No one should rush to judgment."

Gordon Coonfield, a communications professor at Villanova University in Pennsylvania, said the early perceptions of Zimmerman as a vigilante may ultimately have no bearing on the case.

He cited the case of Rodney King, the black motorist beaten two decades ago by white Los Angeles police officers in an episode captured on video. The officers were acquitted in state court, though two were later found guilty on federal charges.

"I think the nation felt quite certain it saw the truth of what happened to Rodney King, and the DA tried the case as if the images spoke for themselves," Coonfield said. "Yet the state criminal court decided the images were not self-evidently true. The defense won by offering a more convincing explanation of the images, focusing on what could not be seen ? officers' motives, reasoning, and judgment."

It?s rare that I prefer to do any shopping on iPhone?s small screen rather than my MacBook, but e-tailer Net-A-Porter?s recent updates to its NET-A-PORTER app for iPhone and iPod Touch is giving me a change of heart.

Prior to its update, NET-A-PORTER featured your typical shopping portal and the latest items to hit the website in the ?What?s New?? section. These sections remain, but the app has beefed up its lifestyle content, adding ?The Trend Edit,? which pulls 25 of the latest style trends from the website. The feature is presented as a patchwork of thumbnails for you to tap around for inspiration. You can also view the content in list from.

NET-A-PORTER is also rife with content from the site?s TV section comprised of style videos. Shopping the content presented in each clip is just a tap away. Some of the text in this section displayed as raw HTML, but that was only a small annoyance and one that?s sure to be worked out. Additionally, the app now integrates a ?live? feature in the news tab, which shows current site activity so you know how on-trend the rest of the world is when it comes to their shopping bags and wish lists. This, coupled with existing news pulled from the site?s magazine and Fashion Fix blog, makes for an immersive fashion experience.

I found browsing NET-A-PORTER?s content to be incredibly enjoyable in the app, mostly because of the stunning high-res images. As you scroll through product galleries, additional content will pull in automatically for seamless shopping. You can search by designer or browse items by product category.

I only wish there was an iPad version of this app, so I could avoid the website completely.

Original: We've always watched Microsoft's "Smoked by Windows Phone" competition with a bit of amusement. On one hand, Microsoft hit a stroke of marketing genius here. (And lord knows it's had enough experiences in the opposite direction.) Put a Windows Phone up against anything else to see which can perform a specific task more quickly, and film it for posterity.

We've used Windows Phone. It absolutely can do some specific tasks pretty darn quickly -- often enough more quickly than other phones, and catching folks getting "Smoked" is YouTube gold. But it's also always been a bit of a techie carnival sideshow, albeit a popular one, as we saw for ourselves at Mobile World Congress. (No, I didn't actually get smoked, because I didn't belly up to that midway game.)

That brings us to today's tale. Skatter Tech's Sahas Katta writes that his Galaxy Nexus, armed with a couple weather widgets on the home screen, indeed was able to beat Windows Phone at its own game -- "bring up the weather of two different cities," Katta says. He had an ace in the hole: An option ~~mod~~ that bypasses the Ice Cream Sandwich lock screen and goes straight to the home screen when he presses the power button. The Windows Phone competition didn't have that, and finished "a split second later."

So Katta and his Galaxy Nexus won, right? Nope. the Santa Clara (Calif.) Microsoft store decided, after some gnashing of teeth, followed by some quick thinking, that it had to be to cities in different states. Oh. Good bye $1,000 custom laptop, hello "Smoked" pic of shame.

We're willing to bet Microsoft makes good here after this PR gaffe, and that some store employees might have seen better days. And let's hope Microsoft does it on camera, and posts it alongside its other "Smoked" videos.

CHARLESTON, W.Va. (AP) ? Eight people, including a woman celebrating her 26th birthday and six young children at a family slumber party, died Saturday when fire tore through a two-story home while they slept, officials and witnesses said.

A seventh child was on life support after the blaze, the deadliest in West Virginia's capital city in more than 60 years, Charleston Mayor Danny Jones said. The dead children ranged from 18 months to 8.

The cause was under investigation. The fire appeared to have started on the first floor of the home, Charleston Assistant Fire Chief Bob Sharp said. Jones said the home had one working smoke detector on the bottom floor, but it was on a counter and wasn't properly mounted to a ceiling. Another was found in a basement area but didn't work.

A children's picnic table, chairs and an umbrella were overturned in the yard of the home, sitting on a corner in a neighborhood tightly packed with small houses. The outside of the front of the home was blackened by the flames and smoke. Two upstairs windows were shattered and blackened, and what appeared to be an opening for an upstairs air conditioner was stuffed shut with clothes.

Sharp said two of those killed were adults and all of the children who died were younger than 8. Ten people were inside the house at the time of the fire ? about 3:30 a.m.

Jones said Alisha Carter-Camp was among those killed. Neighbors say a family birthday party was held in her honor at the home Friday.

Four of the victims were 3 years old; Jeremiah Camp, Elijah Scott and two children who were only identified by their first name. The others killed included Keahna Camp, 8, Emanuel Jones, 18 months and Alex Seal, an adult whose age wasn't available.

Bryan Timothy Camp, 7, was hospitalized in critical condition. Authorities weren't sure how the victims were all related and how many lived full-time in the home.

"We have reason to believe that a lot of the people stayed in the house more than one night and maybe on a weekly basis," Jones said. "These people may have had residences in other places, but a lot of people lived in this house. They were not just there for that one night."

Roxie Means and her 14-year-old daughter, Cassie, attended a birthday party Friday for Carter-Camp, a hotel worker whose 26th birthday was Saturday. A manager at the Holiday Inn Express Charleston Civic Center said he was told Saturday that Carter-Camp had been killed.

Carter-Camp and her two children were staying with her sister at the home, Roxie Means said.

People started showing up for the party around 2 p.m. Friday and it started outside an hour later with a cookout and toasts to the birthday girl.

"They were nice people drinking a glass of wine," Roxie Means said. "They weren't drunk. They weren't overdoing anything."

Cassie Means said she had gotten to know Carter-Camp and played with her children often. Carter-Camp told her that she was planning to get married in June and move to Pittsburgh to start a new chapter in her life.

"I love the kids," Roxie Means said. "That's really what hurts us."

Cassie Means said she noticed lit candles inside the home when she attended the party Friday night.

And before she left, the children wanted to know if she would be back on Saturday.

"I was telling the kids good night," Cassie Means said. One of the children asked her, "'Cassie, are you coming over to play with us tomorrow?' I said, 'yeah.'"

The child continued, "'you promise me you'll be here tomorrow?'" Cassie Means recalled. "I said, 'I promise you I'll be here when you wake up to play with you. I'll be here right when you wake up."

Hours later, the only adult survivor was smoking a cigarette outside, noticed the fire and came running to Means' home and started "beating down the door," Roxie Means said.

The home was engulfed in flames when firefighters arrived. When they went inside, they immediately came across five victims and "started realizing there were a lot of people in this house, a lot of children."

Jones said he was devastated by the news when he got the call after the fire was reported.

"I was with my children and I just grabbed them and hugged them, because I have a 5-year-old and a 4-year-old," he said. "I walked up there and caught a glimpse of some fatalities and it's something that's hard to grasp. The fact that there are (six) dead children, it's unimaginable."

Rusty Eaton, general manager at the Holiday Inn Express Charleston Civic Center, said Carter-Camp was one of his employees. Eaton said he was notified of her death by her mother Saturday morning.

"Everybody's taking it pretty tough, including myself," Eaton said. "It's a tough thing. It's something you hope you never have to deal with."

He said Carter-Camp had worked at the hotel's front desk for about six months and also helped audit financial paperwork at night. He said that she felt at ease speaking with anyone and that "you didn't have to teach (her) personality."

"She had one of those infectious smiles, never met a stranger. She had personality to spare," Eaton said. "She was great with our customers, great with her co-workers. Certainly, she'll be sorely missed by us."

By midmorning, police had pulled the bodies out. On Saturday afternoon, police searched Carter-Camp's vehicle still parked outside.

"She worked seven days a week, had her kids here," Roxie Means said. "''A really nice girl. I just met her, made friends with her yesterday."

Sharp said it was the deadliest fire in the city since seven firefighters perished in while battling a fire at a Woolworth department store in 1949.

"You can imagine how traumatizing that is to us and shocking to the community in general," he said.

While the high school teams in the 2012 FIRST Robotics competition built basketball-playing bots, their younger counterparts in the FIRST Lego League (FLL) faced off in the Food Factor Challenge?an educational initiative on food safety disguised as a three-part competition.

The challenge began at the start of the school year, as FIRST developed a partnership with the Polytechnic Institute at New York University (NYU-Poly) to place graduate students in local classrooms to teach science, technology, engineering, and math (STEM) principles through robotics. The NYU-Poly grads used NXT software, a simple drag-and-drop interface, to teach the elementary and middle-school-aged kids in FLL how to program tiny, autonomous Lego robots that would compete in the FLL challenge.

"[FLL] is more about providing students with access," said Ben Esner, the director of the Center for K-12 STEM Education at NYU-Poly. "In a text-driven curriculum, they don?t get many opportunities to experiment with robotics and explore STEM disciplines."

The FLL competition consisted of several parts, only one of which was the Lego robot competition, which PM saw teams compete in at the New York FIRST Robotics regional this past weekend. Teams of 10, with only two students allowed next to the table at one time, maneuvered their bots around a tabletop course; typical missions included "harvesting" corn and avoiding "bacteria" in order to preserve food and prevent contamination. The student teams were given two and a half minutes to score as many points as possible with the more difficult tasks, such as loading and reversing a Lego trailer truck into a dock, being worth more points.

In addition to programming the Lego-bots, the students also worked on a long-term research project guided by their NYU-Poly mentor. The RoboTigers team, comprised of second and third graders from Manhattan?s PS3 Elementary School, researched ways to prevent the spread of listeria bacteria in cantaloupe. The students found that the best way to get safe cantaloupes is to grow and monitor them yourself. They even measured the dimensions of their school?s roof and created a miniature display of a proposed rooftop garden.

At the Urban Assembly Institute of Math and Science for Young Women in Brooklyn, NY, an all-girls team of seventh and eighth graders researched differences between organic and non-organic tomatoes. Their findings: While non-organic lasted longer, organic were the healthier option.

"Organic tomatoes are better for you because they have flavonoids," thirteen year-old Giselle O?Brady explained. "Those are powerful antioxidants that are really good for you." Based on their research, the girls even came up with an idea for an iPad application called "Tele-Mato"?a way to monitor tomatoes via web-connected sensors in the ground.

The joint FIRST?NYU-Poly program reached 23 New York City schools this year, exposing over 2000 students to STEM education principles through robotics. And while the Lego bots definitely garnered the largest cheering section at FLL, it was clear by the numerous project presentation rehearsals going on in the background that the students were really dedicated to their research.

"In our experience, different young people excel at different aspects of FLL," Esner said. "Which is part of what makes it such an effective and engaging program."
