The Congressional Research Service, the Government Accounting (now Accountability) Office, and various Senate and House committee hearings beginning in the 1970s should be helpful. A U.S. government depository library should have much of this material. More recent reports (since c. 1990) or often online for the GAO reports.  Since the mid-1980s, the State Department has issued an International Narcotics Control Strategy Report, which is online for the years since c. 1991 or so at www.state.gov.  Primary material prior to the 1970s is not easily accessible without travel to the National Archives.  Best,  Bill Walker
